About Me

Julie Hayes Seibert, PhD, MPH, MA is Assistant Vice President for Behavioral Health at the National Committee for Quality Assurance (NCQA), where she leads efforts to advance the quality of behavioral health care. She conducts research on measurement approaches and methods to evaluate access, quality, and outcomes, and has expertise in developing and advancing quality measures for consensus-based endorsement.With more than 30 years of experience, she has held leadership roles across research, policy, quality improvement, and clinical practice. Before joining NCQA, she served in senior roles at RTI International and the North Carolina Department of Health and Human Services, where she led large-scale, federally funded research programs and advised on behavioral health policy initiatives.Dr. Seibert holds a PhD in Health Policy and Management and a Master of Public Health from the University of North Carolina at Chapel Hill, as well as a Master of Arts in Mental Health Counseling from Gallaudet University and a Bachelor of Arts from Duke University.
