Morgan Bailie brings nearly a decade of experience in mental health and substance use prevention and treatment to her role as Senior Policy Director of Healthsperien's Center for Behavioral Health. Morgan’s expertise in behavioral health includes legislative and regulatory engagement on AI oversight, payment and delivery transformation, primary and behavioral health integration, crisis services, and workforce development.At Healthsperien, Morgan leads the Action for Progress Coalition, which convenes cross-industry stakeholders to drive policy change within the administration, including through CMS, ASTP, and FDA. Morgan also leads Invest for Progress, an investor-driven collaborative focused on scaling of private sector innovation within the public sector. Prior to this, Morgan led the appropriations portfolio for the Substance Use and Mental Health Services Administration (SAMHSA), where she provided technical assistance to Congress across all SAMHSA programs and worked to align funding with critical mental health and substance use priorities. Morgan also previously served in legislative and regulatory capacities for the American Academy of Family Physicians. In these roles, she led the development of behavioral health integration policies for the Academy and positioned the AAFP as a leader in the integration policy conversations.Morgan holds Master of Public Health from the Geisel School of Medicine at Dartmouth, where she received a social justice award for her qualitative study on provider prospectives to providing healthcare services across socio-political divisions.
